Methodology

How we score health gaps.

How the score works

The Health Opportunity Score (HOS) will be a composite index built on the OECD Handbook framework for composite indicators. It adds three rescaled measures, each with a weight: Health Access (A), Health Outcomes (O) and Infrastructure Gap (I).

HOS = wA · A + wO · O + wI · I

The default weights are 35% for access, 40% for outcomes and 25% for infrastructure. They are provisional, and you can change them in the weighting tool.

Measure A

Health Access

Primary and community health centres (PHCs and CHCs) per lakh people. A higher score means fewer facilities for the population.

Default weight35%
Measure O

Health Outcomes

A composite of infant mortality, maternal mortality and stunting. A higher score means worse health outcomes.

Default weight40%
Measure I

Infrastructure Gap

How far the number of hospital beds per person falls short of the national target. A higher score means a larger shortfall.

Default weight25%
