These counts are taken from the application forms of the 25 of 25 proposals naming this district whose forms have been read for these questions. In 8 of those forms at least one question was left blank, and a blank answer is counted as unknown. The forest area is the area stated for forest clearance, with each forest proposal counted once, in the district where its project is primarily sited.

Fifth Schedule status

Not determined

The Presidential Order for Jharkhand as transcribed here does not name Garhwa, but the Ministry of Panchayati Raj lists Garhwa among Jharkhand's notified Fifth Schedule Areas, and the State's PESA rules notified in January 2026 are applied partially in Garhwa. The Scheduled Areas (States of Bihar, Gujarat, Madhya Pradesh and Orissa) Order, 1977 scheduled the Bhandaria block of Garhwa sub-division, then part of Palamau district; the Jharkhand Order of 2007, which now governs the State, does not name it. Those two cannot both be current, and this reference does not hold whatever reached the district after the Order. The position is therefore recorded as undetermined rather than as a denial: consent may well be a legal precondition here, and it should be checked against the Order in force before anything is concluded from this page.

OrderThe Scheduled Areas (State of Jharkhand) Order, 2007

What the record shows

  • Cultivators and agricultural labourers make up 77% of workers here, against 55% nationally, so at least three in four people who work here do so on the land.

  • Agricultural labourers, who work other people's land for wages, make up 58% of workers here. Compensation for acquired land is paid to those who hold title to it, so it does not reach them. They can still claim the rehabilitation and resettlement entitlements of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR), because its section 3(c) counts a family whose livelihood depends on the land as an affected family, wherever that Act governs how the land is obtained.

Each of these observations appears when a fixed rule is met by the figures on this page, so the same figures always give the same sentences. None of them is a view on whether a project should go ahead.

When these were filed

Each proposal is dated by the first step in its appraisal history, the dated record of steps the portal keeps for it.

2023-Q42026-Q3

The timeline counts 16 of the 25 proposals here. The first filing date comes from each proposal's appraisal history, and we have not yet read it for the other 9, so they are left out. Most of them are older proposals, so the early part of the timeline undercounts what was filed then. The register itself records a date for each of them; the gap is in our copy of the histories.

Hatched columns undercount, so they cannot be compared with solid ones. One of them covers a period for which we have read few filing dates so far, and it counts only the proposals whose date we have.

What kind of projects these are

The proposals naming this district, grouped by the sector each was filed under.
