This district was separated from the then Boudh-Khondmals district in 1994; the parts the Order names, the Khondmals and Balliguda areas, form Kandhamal. C.O. 109 fixes its area by reference to territorial divisions as existing at 31 December 1977, and a district drawn later does not change the ground the Order scheduled. No part of the ground the Order scheduled passed to this district, so no part of it is a Scheduled Area under that Order. The Ministry of Panchayati Raj's list of notified Fifth Schedule Areas does not name it either.
