Methodology

How we score energy gaps.

How the score works

The Energy Opportunity Score (EOS) will be a composite index built on the OECD Handbook framework for composite indicators. It adds three rescaled measures, each with a weight: Supply Gap (S), Access Equity (A) and Transition Gap (T).

EOS = wS · S + wA · A + wT · T

The default weights are 35% for supply, 40% for access and 25% for transition. They are provisional, and you can change them in the weighting tool.

Measure S

Supply Gap

How far installed capacity in the district falls short of peak demand. A higher score means a larger shortfall.

Default weight35%
Measure A

Access Equity

The share of households without a reliable electricity supply. A higher score means worse access.

Default weight40%
Measure T

Transition Gap

How far renewable energy use falls short of national targets. A higher score means the district is further from them.

Default weight25%
